Introduction

Directorate of Official Language is a result of one of the significant efforts initiated by the State Government to develop vernacular languages. Being aware of the importance of regional languages, the State Legislative Assembly passed the Goa, Daman & Diu Official Language Act, 1987 which states that “Konkani Language in Devnagari Script” shall be the Official Language of the State and whereas there is a provision for the Marathi Language in the Act, which shall also be used for all or any of the official purposes.

Earlier, from 1987 onwards Government had established an Official Language Cell which was under the control of the General Administration Department, Government of Goa.

In the year 1997, the Directorate of Official Language was established vide Government Order No. 23/1/87/GA & C (1) dated 26/03/1997 with the existing staff of the Official Language Cell and full-time Director was appointed vide Order No. 5/9/2002/PER dated 28/08/2003, and the separate budget head was allotted from the year 2004-05. Hence, the Directorate of Official Language was established in 2004 with responsibilities to implement the Official Language Act 1987 and the Schemes for Development of Languages prevalent in the State.

It may be observed that this Department does not deal directly with the Citizens. The major part of the activities and the services rendered by this Department are for Government Departments/Agencies or Government Employees. The Directorate of Official Language is expanding its ambit of functioning by way of introducing various Schemes, Training for the development of Official Language and other vernacular languages, preparation of Terminologies in Konkani, Research activities, etc.

VISION AND MISSION
  1. Implementation of Official Language Act 1987 and notifications issued under this Act.
  2. Implementation of the Language Policy of State Government.
  3. Initiating measures for maximum use of Official Language in Administration as well as other fields of knowledge.
  4. Imparting training through various schemes by way of workshops, seminars, etc.
  5. Imparting Devnagari Computer Typing training to Government/Semi-Government employees to familiarise them to undertake replies in Konkani, Marathi & Hindi.
DETAILS OF SERVICES RENDERED
  1. Translation of various types of documents received from other Government Departments such as Developmental schemes, Invitation cards, LAQs, Election manuals, Press notes, Citizen’s Charters, Court Matters, Acts and Rules, etc. into Konkani/Marathi/Hindi/Portuguese and vice-versa.
  2. Imparting training of Konkani Language to all Government employees at Taluka level including All India Service Officers posted in Goa, to facilitate them to use Konkani Language for Administrative purposes.
  3. Devanagari Computer Typing training for the clerical staff is also a part of the above training program.
  4. Preparation of various Terminologies in different subjects such as Administrative, Legal, Legislative, Folk-Lore (Lokved), Economics-Finance, Medicines, Granthalaya Paribhshik Utaraval Kosh, Education, Press Media, Glossary/Dictionary of Literary Terms, Glossary of Environmental Science, Medical Science and Awareness, Terminology of Trees, etc. in Konkani Language.
  5. Implementation of various schemes for the effective implementation of Official Language and other Languages.
  6. Organizing Workshops, Seminars on translation, copy editing, proofreading, vetting, etc. for the effective implementation of Official Language and other Languages.
  7. Release of recurring Grants to Goa Konkani Akademi and Goa Marathi Akademy for the development of Konkani and Marathi languages respectively.
  8. Grant-in-aid to Dalgado Konknni Akademi, Konkani Bhasha Mandal & All India Konkani Parishad for their activities in the field of promotion of concerned languages.
  9. Directorate of Official Language functions as Nodal Authority for the use of Official Language by different Government Departments in their day-to-day administrative correspondence whenever required.
  10. Nodal Agency with Government of India about State Official Language and facilitating languages in the Schedule of the Constitution of India.
  11. To make all Government Websites multilingual (Konkani, Marathi, English, etc.).
  12. Translation of various assembly matters in Konkani and Marathi. Also assistance to the office of the Speaker for the Legislative business in Konkani.
  13. Translation of various Name Boards, Nomenclature, Signages, etc. in Konkani and Marathi.
  14. To constitute a Panel of Private Translators to enable Government Departments, Public Sector undertakings, Corporations, other organizations, etc. to outsource the Translation from English to Konkani, English to Marathi, English to Hindi, English to Portuguese, and vice versa.

1) Rajbhas Prashikshan Evzonn 2008 (Plane):

Under this scheme, training is imparted to all Government Officers/Officials including Officers of All India Services posted in Goa to facilitate them to carry out official work in Konkani, which is the Official Language of the State of Goa, and also, to make the correspondence and communication with the general public in Konkani. .

2) Scheme of Publication in Official Language (Plane)

This scheme is implemented to encourage writers in the State to develop their talent and to give a boost to Konkani and Marathi languages on subjects such as Science & Technology, Finance, History, Mass/Media Communication, Administration, Tourism, Sociology, etc.

3) Bhasha Puraskar Yojana (Plan):

This scheme is designed to explore the qualestic work of the language scholars. It aims to award an Honorarium, Certificate, and Mementoes to persons who have dedicated their career in the interest of Language, i.e. Konkani, Marathi, and Sanskrit language. The Bhasha Puraskar is awarded as under:

  1. Dnyanpeeth awardee Ravindra Kelekar Konkani Bhasha Puraskar for Konkani language.
  2. B. D. Satoskar Marathi Bhasha Puraskar for Marathi language.
  3. Durgaram Upadhe Sanskrit Bhasha Puraskar for the Sanskrit language.

Directorate extends grant-in-aid to Goa Konkani Akademi, for undertaking various activities for the promotion and development of the Konkani Language. The Konkani Akademi aims to bring about speedy development of the Konkani language, literature, and culture and also to promote cultural unity of the State through Konkani Language and Literature. It implements various Schemes which include financial assistance to budding writers, the publication of dictionaries, research, and publication on folklores, organization of theatre/drama festivals and workshops on literature, etc. to achieve the above aim.

4. Bhasha Vikas Yojana (Plan):

This scheme aims to popularize the language policies of the State Government. Financial support to the eligible group/institution is released to undertake various activities to be conducted for the development of Konkani, Marathi, Hindi, and Sanskrit. Website : www.gomantakmarathiacademy.org

5. Rajbhasha Jagruti Yojana (Plan):

This scheme aims to organize various Programmes, Workshops, Talks, etc. for the development of an Official Language in the field of Administration and Education. The scheme is directly implemented by the Directorate of Official Language.

6.Rajbhasha Akshar Mitra Yojana (Plan):

Under this scheme, a supporting grant is released to the publishers who publish the periodicals, magazines, etc. in Konkani and Marathi Languages.

7. Promotion and Development of Official Language:

Under this Budget Head, training in Devnagari Computer Typing is imparted to Government/ Semi-Government employees so that correspondence is made in Konkani, Marathi, and Hindi for giving replies as and when necessary.
