As per Government decision the Directorate of Official Language has been established to adopt Konkani as the Official Language of then Union Territory of Goa, Daman and Diu and accordingly the Goa, Daman and Diu Official Language Act, 1987 (Act 5 of 1987) was enacted in pursuance of section 34 of the Government of Union Territories Act, 1963 (Central Act 20 of 1963). Official Language Act, 1987 provides that Konkani shall be the Official Language whereas, Marathi shall be used for all or any of the official purposes. On 20.8.1992 Parliament of India by effecting the 78th amendment to the Constitution of India, Konkani has been included in VIIIth Schedule of Constitution of India.

The Government has set-up an Advisory Board for the effective implementation of Official Language Act 1987. The Advisory Board constitutes of 24 members headed by the Minister of Official Language as a Chairman of the Board.

Directorate of Official Language undertakes the work of translation of all types of documents received from various Government Departments from English to Konkani, Marathi & vice versa which also includes the translation of invitation cards, Citizen Charter, development schemes, Assembly Questions.

This Directorate has also taken up a project on preparation of Glossary / Terminology in the subjects of Administration, Zoology, Chemistry and Botany into Konkani language.

Directorate of Official Language has reconstituted the Advisory Board for Effective Implementation of Official Language Act, 1987, comprising of 26 members. This Board shall advise the Government for effective implementation of Official Language Act & the matters thereof, like - to propose various Schemes, Sub-Committees, staff requirement, to study the language policy implemented in other States etc. The tenure of the Board shall be for the period of three years, from the date of publishing such notification in Official Gazette and it shall be empowered to opt more members including experts if needful.


In order to facilitate the use of vernacular languages in official correspondence, this Directorate has initiated training classes of "Devnagri typing on Computer" , for all Government employees. So far Department has trained 133 employees from various Departments and still this programme is going on. A CD containing Konkani Software tools prepared by CDAC, Pune is distributed to all employees of the Departments, who availed the training, which will prove useful while utilizing local languages in public oriented administrative works.

This Directorate has recently published five different notifications, wherein five different purposes for use of official language Konkani and Marathi language are notified under the Official Language Act viz 1) Display of name boards, 2) Publication of Invitation cards 3) Name/sign boards of roads/streets, 4) Notices of Devasthan / Communidades in official Gazette and 5) Recording police statement. The date from which these notifications will come into effects, is the 19th December 2010 i.e golden jubilee liberation day of Goa.

This Directorate has also started awareness training programme to the Goan youths for answering the Civil Service Examination through official languages which is recognized under VIIIth Schedule of Constitution of India. This training is conducted at the taluka Level, for the students of various Higher Secondary/Colleges, The Taluka wherein students will be benefited are : Pernem, Bicholim, Salcette, Mormugoa, Canacona, Sanguem, Ponda Sattari, Tiswadi & Bardez. The career awareness programme on competitive Civil Services Examination through Official Languages Konkani & Marathi for the youth of this state was organised. The training programme was held in CTN Higher Secondary School, Curchorem, 58 students alongwith ex-students attended this training programme.

In order to implement Official Language Act, the Department initiated steps to impart training programme in Konkani Language to All India Service (IAS/IPS/IFS) Officers posted in the State of Goa w.e.f. 2/7/2012 to 09/08/2012, in the Seminar Hall Secretariat, Porvorim.


1. Translation of official documents

The Directorate offers following services in the state :-
  • Translation of official documents from English to Konkani and vice versa.
  • Translation of official documents from English to Marathi and vice versa.
  • Besides, Directorate has formed a Panel of Translators wherein a service is provided to undertake the translation from English to Konkani, Marathi & Hindi languages and vice-versa.
2. Publication of State Acts & Rules in Official Language.

The Government has undertaken translation of all State acts, rules and regulations into Konkani and Marathi language, for which this Directorate has formed a panel of Translators.
